I'm actually very impressed with the common sense of that by-law. If you're over headroom you'll presumably hit the suspended bale, causing a loud noise and an urgent stop, but not actually cause damage to the vehicle.
Low-tech, cheap and effective. Assuming it works the way I inferred, that is :)
