According to this FOI response, Waltham Forest Council's newspaper is budgeted to cost £629,000 in 2009/10 - £86k on salaries, and over £500k on distribution.

"Marina Solodkin, a member of the opposition Kadima party in the Israel parliament Knesset wants to limit the free distribution of newspapers to no more than a year". Interesting, in the UK it is a knee jerk response to say that because the BBC is giving news away for free, the industry can't make money from it. It seems that for some people in Israel, it is the free newspapers that are causing the problem.
